Implementation of the government’s order to block in practice is hampered by a number of reasons. A huge number of websites from different countries – six thousand-plus – is technically difficult to track and block, while the providers do not express much enthusiasm. The Ministry of the Balkan country on innovation and information and communication technologies does not have its own capabilities to control the access of local users to online casinos and bookmakers on the Internet. Therefore, these actions are shifted to the shoulders of providers, for which this means irrevocable financial investments – the government in no way compensates for their costs.
A previously identified list of outlawed websites that are used by gamblers in Albania was sent to Internet service providers. But, if it was not difficult to understand with own online bookmakers, most gambling sites are outside the country, and it is often impossible to quickly track the actions of players. The lock is done manually, which means a certain slowness, the complexity of technical execution and quite large financial losses for companies providing Internet services.
According to the head of the Ministry Milena Kharito, the impressive cash flow through the above sites, allows their owners to easily find tools to ignore the lock. In addition, they often change the addresses of their resources. And this means that the effect can be achieved only by continuous actions to identify and block illegal websites. Not all providers are ready to bear such costs.
